Creating, editing, and sending export declarations (Passar)

With the introduction of Passar, the customs declaration process was linked to the logistics process (goods movement process). This process stipulates that a customs declaration (e.g. export declaration) must be activated and linked (“referenced”) to a goods movement record. A customs declaration only becomes legally binding once it has been activated.

The export declaration procedure in the goods movement process includes the following actions:

Create and send export declaration (see this section)
Activate export declaration (see Activating export declarations (Passar))
Reference export declaration in goods movement record (see Creating goods movement records)

If Customs Management has been configured accordingly, export declarations are automatically generated and – if possible – sent. You can also edit or enter export declarations manually, however, before sending them to the appropriate customs authorities.

How to create and send an export declaration manually:

Go to Customs – Switzerland – Export declarations (CH).
Create a new export declaration or open an existing export declaration with the status New or Ready to declare.
Follow the prompts of the Assistant and enter the necessary data. Complete the required fields and any items or optional data you wish to add.
Once you have entered all the mandatory data, send the export declaration by clicking on the corresponding Assistant message.
The status of the export declaration changes to Sent.
The customs authorities respond with one or more customs messages.
The status of the export declaration changes to Accepted.
As soon as the PAEDS document (export declaration submitted) has been transmitted, the status of the export declaration changes to PAEDS received.
If you are not an authorized consignor (ZV): Hand over the PAEDS document together with the goods to your freight forwarder (ZV). This ends the process for you and you will receive the PAEAD (assessment decision for exports) for archiving after activation by your ZV.

In the Export declarations overview, you can also select multiple export declarations with the status of Ready to declare and send them simultaneously. Click the Send button.
