Activating export declarations (Passar)
Activation in Passar replaces the selection result under e-dec.
Under Passar, every export declaration must be activated. Upon activation, the declaration becomes legally binding. Until activation, you can still make changes to the declaration (e.g. correction, cancellation).
As an authorized consignor (ZV), you can use Customs Management to activate individual or multiple export declarations manually (in the software interface) or automatically (via transfer). Manual activation in the software interface is possible for:
- Individual export declarations (see this section)
- All export declarations that are combined in a transit declaration (see Activating transit departures)
- All customs declarations that are linked in a goods movement record (see Create transport declaration)
How to activate export declarations in Customs Management
- The export declaration must at least have the status of Accepted.
- You must have the status of authorized consignor.
- Open the export declaration and click on the Perform activation link in the Assistant pane.
- The status of the declaration changes to Activation declarable, Manual activation variant.
- Fill in the fields on the Activation data sheet (you can also enrich these fields using templates or via the interface).
- Send the activation request via the Send activation requestAssistant link.
- The status of the export declaration changes to Activation sent.
- The customs authorities respond to you with multiple messages. The PAEDS and PAEAD documents will also be sent to you.
- The status of the declaration changes to Released.
You can send an activation request for several declarations at the same time. To do this, go to the declaration overview and select the desired entries. Then click on Send – Send activation request. A pop-up informs you about the number of successfully sent activations.
The release of an activation always refers to all export declarations contained in an activation message. If several export declarations are combined in one transit, for example, and one of the contained exports cannot be activated, the entire transit is blocked. It is therefore advisable to perform an activation as early as possible.
Automation option for the activation of export declarations
- Open the export declaration and switch to the Activation data sheet.
- Check the Autom. activation box.
- If this box is checked, Customs Management automatically sends the activation data once the export declaration has been accepted by customs.
