No check if domestic

If this option is enabled, export control checks with only identical countries are prevented. All partners from the document header and from all items are compared. The relevant partner roles for this are:

• Consignor (CONSIGNOR_STD)
• Consignee (CONSIGNEE_STD)
• End-user (ENDUSER_STD)

The option applies only to documents that have never undergone an export control check.
