Changes for EU locations

• Adjustment of list rules for Central America in accordance with the amendment of Appendices 2 and 2A to Annex II to the Agreement between the European Union and Central America (current HS status).
• Extension of the special rules of origin for electric vehicles and batteries in trade in goods between the UK and the EU by three years until December 31, 2026.
