Goods movement records (Passar)
The Passar system for the movement of goods stipulates that every customs declaration must be linked (“referenced”) to a goods movement record so that it can be activated. The customs declaration becomes legally binding upon activation.
A goods movement record can only be created by authorized persons/organizations (authorized consignor, freight forwarder). If no goods movement record is available on arrival at the border, it is recorded manually by BAZG employees on site and then activated manually. To avoid waiting times, the BAZG recommends registering a goods movement record before arriving at the border (this is possible up to 30 days before crossing the border).
A goods movement record may include multiple customs declarations.
